No it's not... you just haven't been promoting and exposing it much yet. You don't just get activity on your forum by just putting a link in your signature on some forum and making 1 or 2 promotion threads; you have to go to many directory search engines, send out Tweets, go on lots of promotion sites, and just keep exposing your forum.
